It is unlikely that the Revcon will be able to agree on a credible roadmap for nuclear disarmament although there may be some marginal progress on some issues.
The draft deal is envisaged as a test of Iran’s intentions, and from the Iranian point of view as a test of Western countries’ assurance to facilitate its peaceful nuclear programme.
The Proliferation Security Initiative (PSI) is emerging as a key anti-proliferation platform with a global reach. However, being a US-promoted initiative with a military dimension, the PSI is yet to gain a multilateral character and raises concerns among nations. While backing the further expansion of this initiative, President Barack Obama seeks its institutionalization and cooperative enhancement. India is exhorted to join this initiative as part of the strategic cooperation with the United States. However, India is yet to decide its approach towards the PSI owing to various concerns.
On April 5, 2009, President Barack Obama delivered a landmark speech in Prague in which he outlined the US policy on nuclear weapons. Speaking of the need to reduce the role of nuclear weapons in national security, he expressed his commitment to a world without nuclear weapons. He said that the US will negotiate a treaty with Russia on the reduction of strategic weapons before the end of this year when the Strategic Arms Reduction Treaty (START) expires. He also said his administration would try and secure the ratification of the Comprehensive Test Ban Treaty (CTBT) from the US Congress.
Game theory is the analysis of strategic interaction among agents. These agents may be two or more people, firms or countries, with both taking into account how the other agent will “play”. Game theory has been employed to increase revenue at auctions, better equip challengers against incumbents in the market, and explain why bad dictators last so long.
Now that the IAEA Draft Agreement is on the World Wide Web and the Communists have withdrawn their support to the UPA, it is reasonable to assume that the next few steps will also follow in good time. The alacrity with which the Americans have drafted their letter to the 45 members of the Nuclear Suppliers Group is remarkable and shows that the Bush administration is indeed very keen to see the deal through before its term ends at the end of the year. What we are not so sure of, however, is the future of the UPA and the Congress.
The year 2008 started with oil prices touching a historic high of US $100 a barrel. This is partly a reflection of the high demand for energy. Today, many countries are factoring ‘energy’ into their planning, be it hydrocarbons or other forms of energy. But in the case of India it appears that its energy future would be decided more by politics than actual energy needs. In the first week of 2008, an Indian delegation has completed the third round of negotiations with the International Atomic Energy Commission (IAEA) on India-specific nuclear safeguards.
Will China veto the India-specific waiver at the Nuclear Suppliers Group (NSG)? While various news sources have recently reported that China will not actively oppose the Indo-US deal at the NSG, its approach to the issue so far has generated doubts and debate.
In the midst of the domestic hullabaloo surrounding the nuclear deal in India, the United States convened a special meeting of the Nuclear Suppliers Group (NSG) on September 20, 2007 at Vienna on the sidelines of the IAEA Annual General Conference to brief members on the deal. The NSG derives its important position in international civil nuclear commerce from its membership, which currently stands at forty-five and includes a majority of countries engaged in nuclear trade.
Even though the Indo-US nuclear deal has passed one more hurdle with the completion of the 123 Agreement to the satisfaction of both governments, the remaining hurdles include the signing of agreements with the International Atomic Energy Agency (IAEA) and the Nuclear Suppliers Group (NSG) before the Agreement can go back to the US Congress for its final imprimatur.
