Will the Minister of EXTERNAL AFFAIRS be pleased to state:
(a) whether it is a fact that some people in America were caught while taking Pakistan’s side on the issue of Kashmir;
(b) whether a big amount of money had been used to impress upon American officials;
(c) whether Pakistan is one of them; and
(d) whether this matter has been taken up with America?

(a) to (d) Syed Ghulam Nabi Fai, a U.S. citizen and Director of the Kashmiri American Council (KAC), Washington, was arrested in the United States by the Federal Bureau of Investigation on 18 July 2011. Fai, along with Zaheer Ahmed, a U.S. citizen resident in Pakistan, has been charged with “conspiracy to act as agents of a foreign principal without registering with the Attorney General.” The indictment filed in the U.S. court stated that Fai was working for more than 20 years at the direction of the Government of Pakistan, including Pakistan’s military intelligence service, the Inter-Services Intelligence Agency (ISI). The indictment also stated that Fai received nearly $ 4 million since mid-1990s from the Government of Pakistan and was running the activities of the Kashmiri American Council with an annual budget of $ 500,000 to $ 700,000. The Government of India was aware of the activities of Syed Ghulam Nabi Fai and had conveyed its concerns to the U.S. Government.
