India has stepped up its efforts to cooperate on security issues in general and on maritime security in particular with its island neighbours in the Indian Ocean Region (IOR). At the core of this lies the initiative to build a trilateral maritime arrangement with Sri Lanka and the Maldives. It is in this larger context that the second National Security Advisors’ (NSAs) meeting took place in Colombo in July 2013.

The Indian Ocean, the third largest oceanic expanse in the world, is the birthplace of maritime civilisation and has always been an ‘active’ ocean. It is now perceived to be the world's centre of gravity in strategic terms, proving the prophetic words that are often attributed to A.T. Mahan: ‘Whoever controls the Indian Ocean will dominate Asia … the destiny of the world would be decided on its waters’.

The demand for an infallible missile and homeland defence against anticipatory threats from adversarial state actors as well as amorphous non-state actors has become accentuated in the US in the post-9/11 era. In consonance, the importance of anti-missile defence shield has grown in primacy and has witnessed a changing orientation to an amalgamation of an integrated Layered Defence System. However, the two main question on the development of such a system are whether it will reach a meaningful completion and whether such a system will be cost-effectived.
