The pressing issues around cyberspace revolve around internet governance, cybersecurity and drawing up rules of the road for the new domain of cyberwar. While each of these is at a different stage in its evolution cycle, cyberspace itself is facing a watershed moment as insecurities mount. The fragmentation of cyberspace seems inevitable unless there is accelerated movement on resolving the fundamental issues of internet governance and cybersecurity that have been hanging fire for well over a decade.

Putin seems to have concluded that Russia must draw the line at Ukraine. The EU bid to sign trade agreement with Ukraine in December drew Russia’s ire and now Russia has moved to make Crimea its part thus changing the borders in Europe once again and deepening the distrust between Russia and the West at a time when serious issues like Syria, Iran and Afghanistan are yet to be resolved.

India has been dealing with terrorism for several decades, and is therefore constructively involved in all genuine exercises for countering the menace. As terror groups are expected to use weapons of mass destruction (WMDs), India fully supports the legal and other operational measures and mechanisms adopted by multilateral and international organisations to mitigate the risk of WMD terrorism. Air Commodore Jasjit Singh, AVSM, VrC, VM, IAF (Retd), aged 79, passed away on August 4 2013 after a brief illness.
