Defence Innovations in India: The Fault Lines

The Occasional Paper examines India’s defence innovation performance, especially of the Defence Research and Development Organisation (DRDO) and the defence industry. The paper argues that the innovation performance of these two players is constrained by lack of a higher organisational structure which could provide direction and required thrust to the indigenous R&D. At the same time, the innovation performance is also constrained by poor investment on R&D, ‘miserly attitude’ of the defence industry towards R&D, poor human resource base, and the lack of reform of the entities responsible for innovation.

About the Author

Dr Laxman Kumar Behera is Research Fellow at Institute for Defence Studies and Analyses (IDSA). As a member of the IDSA’s Centre of Defence Economics and Industry, Dr Behera has vertical specialisation on issues related to Arms Procurement, Defence Offsets, Defence Industry, Military Spending, and Defence Cooperation. He was closely associated with two high-level Committees set up by the Ministry of Defence on Defence Acquisition and Defence Expenditure. He was a Consultant to the Task Force on Self-Reliance and Defence Modernisation constituted by the National Security Council Secretariat (NSCS), Government of India. Dr Behera also held the ICCR Chair, India Studies, at Fundação Getulio Vargas (FGV), Rio de Janeiro, Brazil.
